The plenary session of the Provincial Council of Huesca held this week has approved the Works and Services Plan (POS) 2026
The 2026 Works and Services Plan (POS) is the largest municipal investment program of the Provincial Council of Huesca (DPH), totaling €20.640.841. This year, almost 30 percent of the investment, more than €6 million, will be allocated to paving public roads.
The DPH Works and Services Plan grows by 4,7 percent, almost one million euros, compared to 2025 with the aim of providing financial support to municipalities so that they can carry out actions that respond to the needs of the residents, thus improving the well-being and quality of life in the towns.
The list of over 400 projects requested by the 201 municipalities in the province (all except the city of Huesca) focuses primarily on improvements to public roads, municipal buildings, and sports facilities, as well as water supply, parks, and sanitation projects. The largest budget allocations are for:
- Paving of public roads: €6,14M (95 performances)
- Municipal buildings: €3,50M (72 performances)
- Sports facilities: €2,42M (50 performances)
- Household supply of drinking water: €1,13M (20 performances)
- Parks and gardens: €0,90M (22 performances)
- Demographic growth in rural areas: €0,79M (14 performances)
- Leisure time facilities: €0,58M (16 performances)
- Sewerage: €0,55M (11 performances)
It is worth remembering, among the new features of the POS 2026, that support for smaller municipalities is increased: towns with fewer than 2.000 inhabitants will see their 2025 contribution increased by 5 percent, while the 12 municipalities with more than 2.000 inhabitants will see their contribution increased by 2,5 percent.
Emergency aid to Fonz
The council also approved emergency aid of €120.000 for Fonz to protect a family displaced by a landslide caused by heavy rains in recent months. The Provincial Council will cover the entire cost of the project so that the City Council can begin work immediately and with all necessary technical guarantees. The work to be carried out includes demolishing the cantilevered roadway, cleaning up any concrete spills, stabilizing the slope with anchors and mesh, and replacing any elements required to ensure the stability and safety of the area.
Minute of silence
The plenary session began with a minute of silence for two deceased former mayors of the province. Francisco Andrés Aguarón passed away on February 28. He was mayor of Peralta de Alcofea for 32 years and a member of the Provincial Council of Huesca (DPH) for two terms (1979-1983 and 1987-1991). Agustín Aylagas, who died on February 27, was mayor of Ayerbe between 1983 and 1991.
