The Huesca Provincial Council's plan to promote employment in municipalities with fewer than 5.000 inhabitants

DPH Employment Plan

The plenary session of the Provincial Council of Huesca (DPH) held last week initially approved the Provincial Plan for Municipal Economic Agreement for 2026.

The plenary session this Thursday gave initial approval to the Provincial Plan for Municipal Economic Cooperation for 2026, endowed with three million euros and aimed at municipalities with fewer than 5.000 inhabitants. With this plan, the Provincial Council of Huesca strengthens its collaboration with municipalities so they can maintain their facilities, adequately provide municipal services, and have staff available to meet the daily needs of their residents. This tool allows provincial resources to be transformed into employment, services, and opportunities for the towns and villages of the province.

The Huesca Provincial Council has given initial approval to the Provincial Plan for Municipal Economic Cooperation for 2026 , which is earmarked for the maintenance and repair of municipal facilities and services. The provincial institution is maintaining the allocation of three million euros , as well as the distribution criteria established last year, with special attention given to municipalities with smaller populations.

Through this plan, the Provincial Council facilitates the hiring of temporary staff by municipalities, as well as the use of self-employed professionals and companies, to carry out necessary work on municipal buildings, spaces, infrastructure, and services. In this way, provincial investment contributes both to the proper functioning of public services and to the generation of employment and economic activity in rural areas.

The plan is aimed at all municipalities in the province with a population of less than 5.000 and allows them to finance the current expenses arising from these contracts. Energy supplies and public lighting are excluded, as they have their own Provincial Plan for Municipal Economic Cooperation.

Expenses may also include those related to computer programs for accounting, inventory or municipal register, as well as the use of applications intended for the implementation and improvement of electronic administration.

It is worth remembering that, in 2025, the Provincial Council changed the distribution criteria for these funds to prioritize smaller municipalities.
