Mequinenza is the only one excluded from the call for proposals, as it belongs to the province of Zaragoza, since the aid is from the Provincial Council of Huesca.
The municipalities of the Bajo/Baix Cinca region will be able to take advantage of the new 2026 Housing Plan promoted by the Provincial Council of Huesca (DPH) , a call that mobilizes 2 million euros with the aim of promoting the settlement of population and attracting new residents to the rural environment.
The program, published in the Official Gazette of the Province , is aimed at municipalities and smaller local entities in the province of Huesca, which includes almost all the municipalities of the Bajo/Baix Cinca, with the exception of Mequinenza, which belongs to the province of Zaragoza and, therefore, is excluded from this line of aid.
Direct impact on the Lower/Baix Cinca
The plan establishes two lines of action based on population. On the one hand, municipalities with fewer than 3.000 inhabitants—most of them in the region, such as Torrente de Cinca, Velilla de Cinca, Zaidín, Osso de Cinca, Ballobar, Candasnos, Chalamera, Ontiñena, and Belver de Cinca—will be able to access most of the funding.
On the other hand, municipalities with more than 3.000 inhabitants will also be able to benefit, as is the case of Fraga (with more than 15.000 inhabitants), although with a smaller financial allocation within the overall distribution.
What can local councils finance
The aid will allow local councils to act directly on the local housing stock through different methods:
- Land acquisition urban or properties in urban areas
- Housing rehabilitation or municipal buildings
- Construction new homes
- Demolition of buildings in poor condition for its subsequent development
The objective is clear: to increase the supply of public housing for rent or sale to facilitate the arrival of new residents and to stabilize the population in the territory.
Economic distribution of the plan
The call for proposals has a total budget of 2 million euros, distributed over two years:
- 2026: 1.800.000 Euros
- 2027: 200.000 Euros
By population lines:
- Municipalities with fewer than 3.000 inhabitants: 1.500.000 euros (€1.350.000 in 2026 + €150.000 in 2027)
- Municipalities with more than 3.000 inhabitants (except Huesca capital): 500.000 euros (€450.000 in 2026 + €50.000 in 2027)
This distribution reinforces the rural focus of the plan, prioritizing small municipalities where access to housing is one of the main demographic barriers.
A consolidated plan in the province
According to the president of the DPH, Isaac Claver, in the last two years this program has made it possible to act on 108 homes in the province , recovering disused properties and expanding the residential stock in rural towns.
The 2026 call for proposals maintains this line of direct support to local councils, which will be able to adapt the actions to their specific needs.
Deadlines for applying for aid
The application period is now open and will last for 20 business days from its publication in the Official Gazette of the Province.
For its part, the deadline for justifying the financed actions will be extended until August 31, 2027.
