Aragon declares a biomethane plant in Fraga, with an investment of 19,7 million euros, to be of regional interest

The project, promoted by a company in the ABEI Energy group, is expected to become operational in October 2028 and will utilize waste mainly from livestock and agri-food activities.

The Government of Aragon has declared the project to build a new organic waste management and biomethane production plant in Fraga an Investment of Regional Interest . The facility will mobilize an estimated investment of 19,7 million euros and is scheduled to be operational by October 2028. The regional government's decision will allow for preferential and urgent status to be given to the administrative procedures linked to the project, although the facility must continue to comply with all corresponding authorizations and legal requirements.

The future plant in Fraga is part of a broader business initiative promoted by companies belonging to ABEI Energy , which includes two other similar facilities in Caspe and La Puebla de Híjar . The combined investment for the three projects amounts to €58,72 million, of which almost a third corresponds to Fraga. According to information provided by the regional government, nearly 90% of this investment will be made between 2026 and 2028.

The aim of these plants will be to transform organic waste, primarily from the livestock and agri-food sectors, into biomethane. This renewable gas can be integrated into existing natural gas infrastructure , thus incorporating the waste used as raw material into an energy recovery process. The three planned facilities in Aragon will have a combined capacity to manage approximately 537.000 tons of waste per year.

An investment that will continue until 2028

The current timeline places Fraga as the last of the three plants to begin operations . The Caspe facility is scheduled to start operating in June 2028; the La Puebla de Híjar plant in August; and the Fraga plant in October of the same year.

The declaration agreed upon by the Government of Aragon does not constitute final authorization to carry out the installation. Its main effect is to recognize the special economic, social, and territorial importance attributed to the project and to expedite its administrative processing, which will remain subject to the required sectoral and environmental authorizations.

Regarding employment, the figures released by the Aragonese government refer to all three plants, not specifically the one in Fraga. The overall forecast anticipates around 180 direct jobs during the construction phase and 48 permanent positions once the facilities are operational. An additional 90 indirect jobs could be created in areas such as transportation, maintenance, logistics, and specialized services. Studies included in the project proposal raise the total potential impact to 462 jobs when induced employment during the various phases is also taken into account.

Agricultural waste to produce renewable gas

The establishment in Fraga is particularly relevant given the importance of livestock farming and the agri-food industry in the Bajo/Baix Cinca region . A significant portion of the organic waste that ABEI Energy's plants intend to process to produce biomethane will come precisely from these activities.

The project announced now joins the growing investment activity related to renewable gases in the municipality of Fraga. In fact, in January 2026, the Official Gazette of Aragon published the authorization for a Redexis infrastructure project designed to allow the injection of biomethane into Fraga's natural gas distribution network, via a branch line of just over five kilometers connecting to the existing network on Sariñena Avenue. This infrastructure is linked to another anaerobic digestion plant planned for the municipality.

In the case of the project now declared to be of regional interest, the next step will be primarily administrative and focused on implementing the investment over the next two years. If the deadlines outlined in the project file are met, the new plant should be ready to begin producing biomethane in October 2028.
